Under general direction, Associate Civil Engineers (ACE) in the Inflow and Infiltration (I&I) Control Program perform complex and difficult engineering work related to the implementation of the requirements of the September 2014 Wet Weather Consent Decree (CD). This particular ACE will assist in the management and implementation of the regional inflow/infiltration (I/I) investigation program, while significantly contributing with other CD-required activities of the I&I reduction efforts. The candidate will be responsible for the implementation of detailed program elements, phases, and long-term effectiveness, while making improvements to procedures and processes. This precedent-setting program is a national model in both scope and nature in addressing the myriad of challenges associated with the identification and removal of I&I sources.
Typical duties include:
• Managing and coordinating activities with other agencies, such as the US EPA and State regulators on the implementation of the I/I investigative program.
• Managing and coordinating activities with East Bay Municipal Utility District (**MEMBERS ONLY**SIGN UP NOW***.) sections, contractors, and representatives of other municipal agencies on a variety of regulatory and compliance issues related to the investigation program.
• Coordinating and implementing the $2 million per year investigative program.
• Working with field staff management to establish a process for field inspections for the identification of non-wastewater sources entering the collection system.
The ideal candidate will have extensive experience working with varied data sets and the inherent challenges of integration to geospatial environments; experience with hydrologic and hydraulic modeling of collection systems; knowledge of program development; excellent prioritization and time management skills; proven consensus-building and negotiation abilities; strong customer service skills; excellent written and oral communication skills; and the ability to work effectively with engineering, technical, construction, field, and regulatory staff.
In addition, this position may also assist the Wastewater Engineering Department to address critical projects as they arise, as well as within the Resource Recovery Section of the Environmental Services Division.
The salary range is $10,455 per month increasing to $10,978, $11,527, $12,103, and $12,708 after 6, 18, 30, and 42 months, respectively.

Requirements:
1. A bachelor's degree in a civil engineering curriculum or a California Engineer in Training Certificate; and
2. Two years of civil, geotechnical, or sanitary engineering experience at a level comparable to or higher than **MEMBERS ONLY**SIGN UP NOW***.'s Assistant Engineer class.
3. California registration as a Professional Civil Engineer.
4. Possess a valid California driver's license and satisfactory driving record.
