Job Purpose:

The Engineering Civil Technician is integral to the delivery of Shell MDS’ Vision 2028. You will nurture the SMDS Culture of Lead with Courage, Make it Happen and Make it Better that will drive the site to Best in Class performance as the World’s Leading Gas-to-Liquids Specialties facility.

You will be accountable for providing assurance in civil and structural activities in Shell MDS through site, documentation, and process verification activities per Conduct Assurance requirements. This applies to the Civil discipline throughout Run & Maintain, projects and plant changes. You will also be accountable to ensure the civil works assured to support the site to meet safety, environmental, production, reliability, productivity, people and quality objectives within business constraints and challenges.

You are also responsible to support the leadership and capability development in the areas of civil assurance. This includes providing coaching, guidance, and knowledge sharing to staff and Contractor-Partners on civil maintenance and assurance best practices.

Principal Accountabilities:

Contribute to the high safety performance of the Site through visible Safety Leadership, applying effective safety practices on-site with direct responsibility for your assigned Contractor-Partners. This includes proactively carrying out assurance activities onsite to ensure civil best practices are applied safely and with high quality.

Provide site supervision and verification to ensure all civil and structural activities implemented during Run and Maintain maintenance, projects and plant changes by staff and Contractor-Partners are executed per approved assurance procedures, meets requirements and standards and applicable Malaysian laws. This applies to all Shell MDS owned civil, structural and associated assets e.g. refractory, insulation, cladding, personnel protection cages both on, off-plot areas and Jetty.

Provide technical input to the Civil Engineer for regular review and improvement of the risk-based civil maintenance & inspection programs, schedule, procedures, and guidelines through site verification, assurance activities conducted and knowledge sharing.

Conduct assurance and verification that civil HEMP and Safety-Critical Activities are delivered in accordance with specific performance standards for safe and reliable operations. This includes verifying that proper deviation protocols are complied with when necessary.

Provide consistent and standard reporting of civil assurance activities conducted to the Civil Manager, including first-line troubleshooting of challenges faced and developing mitigation plans. You will also ensure that civil audit findings or improvement recommendations approved for implementation are carried out on a timely basis with high quality.

Ensure as-built documentation for civil & structural assets, section procedures and requirements are consistently, and correctly updated following plant changes, projects or changes implemented in Shell MDS. This requires the effective use of Shell MDS approved tools such as Sharepoint, SAP P49, AIM-EDMS, and all relevant document management platforms.

Actively participate in continuous improvement and share learnings with the team for upcoming activities through Post Execution Reviews and Conduct Assurance activities. This includes providing coaching and guidance to improve the staff and Contractor-Partner deliverables in Safety and Quality.

Provide support to the effective management of section budget, implementing improvement plans and sound documentation management of the department.

Uphold the Engineering Vision and Purpose, providing active support for the Shell MDS Vision and in delivery of the Site Governance Elements objectives - Goal Zero, People, Reliability, Cost, Innovation and Projects & Turnaround.

Undertake special assignments or tasks as directed by the Civil Manager.

Requirements:

Part of the Shell MDS Competency Development & Assurance Framework and Competency Standards for JG12 – JG8, in general, and not limited to Civil Technicians, Inspection Technicians, Mechanical/RE Technicians, SWP Maintenance Technicians, and Projects & Turnaround Technicians.

Experience in executing and delivering civil assurance or maintenance activities during Run & Maintain, in projects or plant changes in a manufacturing environment.

Knowledge in civil and structural asset integrity, procedures and standards for refractory, insulation, cladding, piping & pipelines, structures, tanks, drainage, concrete foundations, and roads will be valued.

Experience in demonstrating high Safety Leadership behaviors through consistent and quality delivery of assurance or maintenance activities demonstrates effective collaboration with peers and Contractor-Partners and excellent communication skills.
